How do you access the folder?

When I try to run this, it says "the program can't start because d3dx9_41.dll is missing from your computer. Try reinstalling the program to fix this problem." I have tried reinstalling and even reburning the disc and can't figure out what I am doing wrong. Any ideas?
You need to Download the Latest DirectX .
You might think your's is Latest But MS adds
files to it without changing Name .
