How do you open these files??? the normal programes such as win rar wont do it , your help will be apriecated

These files all download ok but need Windows.shell.commor to ope ,what is going on here cant find anything on the net to help, what ever happened to clean files that EVERYONE could open!!!!!

I also had to change the program with which to open the files to vlc player, anyway thank you for the movie it is just what I wanted
