I personally think florabella actions will get you close to these looks ...

for lightroom you could try pretty presets nostalgic or modern vintage ..

Best guess based off past post sharing PTM sometimes if you look thru past status, posts ect.. You will find a hint about the info you are looking for.

ps you aren't going to get this result with 1 action alone. They have a recipe mix that they have figured out. (mixing more then 1 action per photo to get those results)

Also the light has a huge effect on how they look. If you try PTMs blueberry cobbler (downtown chic also seems to work) on a shot taken at the beach (which I just did) it nearly matches the shots Austin has in his beach wedding with a bit of tweaking the layers.

Sometimes I achieve this look using TRA presets for lightroom, the free one, "Crystal ship" :)

I agree with florabella for the color ones, they look pretty hazy which you could get from her classic workflow and hazy sky sets but for the black and white they look like red leaf "film shift" actions....

I think florabella actions try classic color + sweet tea + blue ginger (all from florabella calssic workflow) and adjust them to taste "blue ginger" is the main ingrediant here.

I think he really likes red leaf, I'd try some of their actions. Depends on if you are going for the just the haze or the whole vintage film look. Florabella for haze, red leaf for film.

This looks exactly like Red-leafs Tintype Rose action off of their Workflow and Vintage Antiques set.

Cosmopolitan from Florabella Color & Haze actions.

You have the option to adjust the haze, so just mask off the face of your subjects if you don't want them too hazy.

don't forget to use the overlays that sometimes come bundled with the actions. i've seen them mostly in florabella (like the light and sun overlays).
