My computer cannot shut down or turn off.

when i try to shutdown my computer it just restarting and i try another way to shut it down,

i try to hibernate it but it just restarting again! and i get tired of repeating it again and again

i just manually turn off the voltage regulator to shut it down...

i dont install or remove any programs before it happens?
im just surfing NET

is it a hardware or software problem?

It is possible that Windows is not shutting down properly, giving an error, and he has the "reboot on error" set. So rather then fully shut down, it reboots.

Right click on "My Computer" and select "Properties" (or go to the System icon in the Control Panel)
Click the 'Advanced' tab.
Click the 'Settings' button in 'Start up and Recovery'.
Uncheck the box that says "Automatically Restart".
Hopefully now when you shut down, the error will be minor enough that the computer will just go ahead and shut down. If not, it should give you an error message that you can use to identify and fix the problem.

To work around this issue, run the recovery console by using the Windows XP CD. Then, select the recovery option. To run the Recovery Console from the Windows XP startup disk or from the Windows XP CD, follow these steps:

1. Insert the Windows XP startup disk in the floppy disk drive. Or, insert the Windows XP CD in the CD drive. Then, restart the computer.

Note: If you are prompted, click to select any options that are required to start the computer from the CD drive.

2. When the "Welcome to Setup" screen appears, press R to start the Recovery Console.

3. If you have a dual-boot computer or a multiple-boot computer, select the installation that you want to access from the Recovery Console.
When you are prompted, type the administrator password.

Note: Press ENTER if the administrator password is blank.

Try this :
1. uninstall the avast av completely. and remove the leftout debris from the registry. type regeidt in the 'Run..' command window.
2. install ccleaner and run this to clean the application and registry. it is freeware. just search this asta and you will get it.
3. use spybot to search and destroy. how to, take help fro here :http://astatalk.com/viewtopic.php?t=157329
4. After runing and destroying please uninstall the spybot
5. open 'Run..' commmand window and type here : %temp% and delete all the outcomes.
6. Open 'Run..' command window and type here: temp and delete all the outcomes.
7. Install a good antivirus like Kaspersky Internet security 2009 or 2010, Norton Internet security. I will suggest for Kis 2010. download and install for here : Kaspersky Internet Security 2010 Ver.9.0.0.459 Final with Activation keys : Commercial License.
after installation and activation please update it online till date and run a full scan. It will take some time and during this scan period please do not run any other program. wait for its completiton and then restart the system. and see if problem is solved.

besides this do u see and other ".sys" or "bad pool memory" code on the begning or end othe BSOD message.

do u have any removable media inserted or other hardware removed it and try once again....
