Normally you get this when there is a back-up.
I have had it myself. It only lasts around 3-4 Minutes.

YEAH CORRECT, BUT IN LAST POST GD SAID.... EVEN IF ITS COMING DURING BACKUP TIME.. POST IT RIGHT AWAY SO I POSTED IT
