I believe the emulator your looking for is FBA - FinalBurn Alpha for Dreamcast!!
I am downloading the game and will give TheDonSlam the urls to post both the game and the emulator!!!!!!

Hi Guys! Thanks so much for all the great games and work you do! I was wondering if there is a decent emulator for ds, that runs smoothly when enlarged. Doesn't have to be full screen, but a bit bigger then no$GBA would be awesome...Thanks again! Happy 420!

I don't think that there is any NDS emulators that allow window resizing.
I've already dealt with this question before and the only solution is to change the screen resolution when you launch NO$GBA (NO$GBA is the best NDS emulator)
If you want to know how to do this, here you go:
1. Right click on the application
2. Click on Properties
3. Click on the Compatibility tab
4. Check the box which says "Run in 640 x 480 screen resolution"
5. Click OK.
Now when you launch NO$GBA it'll seem a lot bigger because your screen resolution will change. And when you close it again your screen will return to normal.
Sorry but this is the best I can do for this request

I've tried 2 enlarge NO$GBA but the only way you can do it is by your technique.
