Can someone clarify the parenthetical part of Rule #1?

I'm having trouble understanding this:

I actually ran into a link that started with "http://www.Site is under Astalavista Construction.com" ....
Obviously, that's not a valid link.
Why would somebody use "www.Site is under Astalavista Construction"?
Under what circumstances should that be used and what is it replacing?
I'm pretty confused by the wording there. |

The site is downtown . vc (no spaces)
It is an asta site which is currently under construction. Once it is all completed then the correct link will show and not the "Site is under Astalavista Construction" Right now the link is useless. |

Okay - that makes sense. I remember when downtown went up.
I don't think that is at all clear in the rule though. In fact, I may have mistakenly reported that link. Whoops! |
